When we bring a charged balloon near water than we find that the running water diverts a little so in the following experiment running water is a charge or a neutral conductor? Also why only running water diverts and balloon does not.

Water is made up of polar molecules, each containing a negatively charged oxygen end and a positively charged hydrogen end. When a charged rod of material is brought near a thin stream of water, the water will be attracted to the charged rod and the stream of water will bend towards the rod. And Water only divert because water is liquid and liquid has more tendency to move around. Balloon on the other hand is solid,so it's molecules doesn't move that easily. Water molecules has loose attractive force so they move when applied with a little force ,and thus water divert.
