Dear Student,
(a),(b) and (c) are non -conductors  of electricity because for the conduction of electricity free ions are needed but these substances do not ionize (or if they do only to a very small extent) hence they do not conduct electricity. If these substances are taken in aqueous solution, then the conduction of electricity is possible bacause degree of ionization increases on addition of water.

a,b,c are covalent bonds and covalent bonds do not conduct electricit but d is ionic bond which is a conductor of electricity in molten form
