According to your question there is no bird which has leg on it's head.
This seems to be a hindi riddle and you can't translate a riddle into another language because meaning completely changes. In hindi " Kaunsi si aesi pakchi hae jiske sir, per, paer". So, according to hindi riddle every bird has head(sir), wings(per), legs (paer).
