Which factor in tissues favours the formation of HCO​3 - and Hions in the blood?

Carbonic anhydrase is the zinc containing enzyme that catalyzes the interconversion of CO2 with HCO3- and H+.
The carbon dioxide formed as a result of tissue metabolism combines with water to form carbonic acid in the following reaction :
                   CO2 + H2O ---------> H2CO3 (Reversible reaction)
This readily dissociates to form hydrogen ion and bicarbonate ions as follows :
                    H2CO3 --------------> H + HCO​3  (Reversible reaction)​
