Why did king order the workers to be hanged?

The arch built by the workers was so low that it knocked the crown off the king's head as he passed under it. He lost his cool and ordered the chief of the builders to be hanged. The chief builder immediately passed the blame on to the workers and so the king asked them to be hanged.
