why did the king scum to the public demand?

king followed appleasement policy. he wanted to please the crowd to keep his thrown. and as he saw that the people were excited for the hanging, he declared that anyone who fitted into the noose must be hanged inspite of the fact of realization that he was the only one to fit into that noose.
