Why do different persons have different notions of development? Which of the following explanations is more important and why?

(a) Because people are different.

(b) Because life situations of persons are different.

b) Because life situations of persons are different. This is because every persons's lifestyle is different from each other. Development for one person may not mean development for another. For eg for Industrialists building dams may mean development but while building these dams it can damage the livelihoods of people like farmers who live there..so in such cases it development for industrialist may mean destruction for the farmer.
