I wrote that black soil does not leach because it is found in deccan plateau region which hardly receives any rain so soil does not leach

Black soil is clayey in nature and has high moisture retaining capacity. Thus the water instead of eroding the soil is absorbed by the soil.

For black soil there are certain properties which prevents its leaching-
1. black soil has water retention capacity. it can retain water for long time.
2. black soil occurs in the regions of high temperature and low rainfall which diminishes  the risk of leaching.

It is clayey in nature as it has moisture retentive property. This prevents leaching

From my view the black soil don't leach because it contains a humus in which it holds the soil molecules together as it a sticky substance which is really rich in nutrients 4 plants

It does not leached because .it present in low rainfall areas for eg., Deccan plateau.
Generally where there is more rainfall, soil leaching takes place at it, dissolve lime and calcium from soil mix into water which makes soil infertile. For eg., Mawsynaram records highest rainfall but it devoid the vegitation due to soil leaching.
Black soil does not get leached because it is moisture retentive.

Hope you find it useful........
