why is inspiratory capacity the sum of TV & IRV?

Inspiratory capacity(IC) which is defined as volume of air that can be inspired after a normal expiration, is given by tidal volume(TV) and inspiratory reserve volume.(IRV).
TV is the amount of air which is normally inhaled by inspiration after completion of a normal inspiration​
IRV is the amount of air which is inhaled by forcible inspiration after completion of a normal inspiration​​.
Therefore, IC includes both TV+ IRV.

tidal volume is the volume of air which we normally breathe in and inspiratory reserve volume is that volume which we forcefully breathe in sometimes

inspiratory capacity is the total volume of we can breathe in so, it is given by sum of tidal volume and inspiratory reserve volume
