Why is Lok Sabha called as a temporary house and Rajya Sabha a permanent house ? Is Rajya Sabha membership really permanent ?

Lok Sabha is called as temporary house because Lok Sabha can be dissolved. It can be dissolved earlier by the President on the advice of Council of Ministers.The term of the Lok Sabha is five years.
Rajya Sabha is called a permanent body as Rajya Sabha can not be dissolved. In every 2 years, one third of the total number of members of Rajya Sabha retire and new members are indirectly elected by the legislative bodies of the states. Each member of Rajya Sabha is elected for a term six years.

No, membership of Rajya Sabha is not really permanent. In the Rajya Sabha , each member separately covers 6 years and after every 2 years only one-third of the Rajya Sabha members get changed, those who have completed 6 years. Hence the house is not dissolved after the term end and can't be dissolved by the President.
