it cannot be refused in india bcoz it is produced by reserve bank of india and sanctioned the right of specific money by the govt by giving each currency a specific value..
it also says no other org can produce indian currency

no individual in india can legally refuse a payment made in rupees .

the specific term is medium of exchange..
