Why Sri Lanka did not follow federalism?

Srilanka did not adopt federalism because the majority people, the Sinhalese did not wanted to share or delegate powers to the minority Tamils. Hence, a majoritarian policy under the unitary government prevailed at the centre which created civil strife and tension leading to revolution between majority and minority community.
