  The Tawa Matsya Sangh was founded to fight for the rights of the fishermen. They were denied their livelihood when fishing rights in the Tawa reservoir were given by government to private contractors in 1994. The contractors began to threaten the villagers who refused to give up their rights. The Tawa Matsya Sangh protested by organising rallies and road blockades. Finally the government decided to give fishing rights to displaced people in 1996.

 Tawa Reservoir is a large reservoir on the Tawa River in central India. It is located in Hoshangabad District of Madhya Pradesh state. The government decided to build the dam on river Tawa which began to be built in 1958 and was completed in 1978 which submerged large areas of forest and agricultural land and the forest dwellers were left with nothing. Tawa Matsya Sangh (TMS) is a cooperative of fisher folk operating in the Tawa reservoir in Madhya Pradesh Hoshangabad district .The Sangh was formed after a struggle under the leadership of the Kisan Adivasi Sangathan, in response to which the State government accorded exclusive fishing rights to a cooperative of displaced fishermen. The federation of these cooperatives came to be known as the Tawa Matsya Sangh. Today the Sangh comprises 38 primary cooperatives of tribal persons whose villages were submerged following the construction of the Tawa dam on the Tawa River, a tributary of the Narmada, in 1975. The organisation which was set up to protect the villagers’ rights was the Tawa Matsya Sangh (TMS). It organised rallies and road blockades demanding their right to continue fishing for their livelihood. In response, the government created a committee to assess the issue. A five-year lease agreement which allowed fishing rights to the villagers was signed two months later. The cooperative set up by the fish workers helped villagers to increase their earnings by buying their catch at a fair price and transporting and selling it in markets.TMS is an example of an efficient management system put in place by local people to safeguard their livelihood.

Building of the Tawa dam resulted in the submerging of large areas of forest and agricultural land. Some of the displaced forest dwellers settled around the reservoir and found a new source of livelihood by fishing. The rights of fishing in the Tawa reservoir were given to private contractors by the government in the year 1994. These contractors drove away the local people in order to get cheap labour from outside. At this point the villagers united and decided to set up an organisation for protecting their rights. This led to the formation of the Tawa Matsya Sangh (TMS).
