Why the government took the fishing rights of tawa reservoir? Please answer fast

In 1994, the government gave the rights for fishing in the Tawa reservoir to private contractors. These contractors drove the local people away and threatened them if they tried to capture fish from their reservoir and got cheap labour from outside. The villagers stood united and decided that it was time to set up an organisation and do something to protect their rights.
Hence government had to bent up in front of the popular protest of villagers when it got higher coverage and greater support from whole of India and they took the fishing rights of reservoir back.

Building of the Tawa dam resulted in the submerging of large areas of forest and agricultural land. Some of the displaced forest dwellers settled around the reservoir and found a new source of livelihood by fishing. The rights of fishing in the Tawa reservoir were given to private contractors by the government in the year 1994. These contractors drove away the local people in order to get cheap labour from outside. At this point the villagers united and decided to set up an organisation for protecting their rights. This led to the formation of the Tawa Matsya Sangh (TMS).
