Why was it difficult for the East India Company in the 1760s to ensure a regular supply of goods in India for export?

In the 1760s, it was difficult for the East India Company to ensure a regular supply of goods in India for export because the French,Dutch, Portuguese, as well as local traders competed in the market to secure woven cotton. The weaver and supply merchants could bargain  and try selling the produce to the best buyer. Thus, the company faced problems of supply and high prices.
