One of the few recent instances of a movement that has successfully brought the state to embrace its biggest request is the Right to Information movement. The campaign began in 1990 when Mazdoor Kisan Shakti Sangathan (MKSS) in Rajasthan was an organisation that took the initiative to request reports from workers on hunger relief operations. In a very retrospective Rajasthan region, demand was first increased in Bhim Tehsil. The locals claimed their right to information by requesting copies of bills and vouchers and the names of those on the registered registers who had been given wages for building schools. All such development initiatives have been done on paper, but residents have been aware that enormous misuse of monies has taken place. The MKSS held Jan Sunwais or Public Hearings in 1994 and 1996 and asked the administration to clarify their position in public. 

This Movement had a minor success in enabling the public to obtain certified copies of documentation maintained by Panchayats, through an amendment of the Rajasthan Panchayati Raj Act. The Panchayats had also to publish the budget, finances, expenses, policies and beneficiaries on the board and in the journals. In 1996, MKSS established the National People's Right to Information Council in Delhi to increase RTI to a national campaign level. Prior to this, a draught RTI legislation had been suggested by the Center for Consumer Education and Research, the Press Council and the Shourie Committee. A modest Freedom of Information Act was passed in 2002, but was never enacted. In 2004, RTI Bill was submitted and in June 2005 got presidential consent.
