As it has been already mentioned that the shopkeeper suffered a loss.  We will use the formula as mentioned below:
$\mathrm{loss}\%=\frac{\mathrm{loss}}{\mathrm{CP}}\times 100$
Here SP = Rs 400
CP = 402

Loss = CP-SP
=402-400
=2

Therefore,
Loss% = $$\begin{gathered} \frac{2}{402}\times 100 \\ =0.50\% \left(\mathrm{approx}\right) \end{gathered}$$
