In India all the states don't enjoy equal status of power. 11 out of 29 states in India have been given special status by the Central Government , namely, Arunachal Pradesh, Assam,Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Jammu & Kashmir, Himachal Pradesh, and Uttarakhand . Special category states enjoy concessions in excise and customs duties, income tax rates and corporate tax rates as determined by the Central Government.

Criteria to give status of Special Category States;

1. The state which is facing the problem of resources crunch
2. Low per capita income
3. Non-viable nature of state finances
4. Economic and infrastructural backwardness
5. Presence of sizeable tribal population
6. Hilly and difficult terrain
7. Strategic location along international borders
8. Low population density

For Example:In Jammu and Kashmir no one other than its permanent resident can buy and sell land there. Also some regulations of Indian constitution are not applicable there. No law can be implemented there without proposal of state assembly. That is why it has been under the criterion of special status.
