Rust formation will be fastest in the case of the iron nail present near the Gateway of India ,Mumbai because the water to oxygen content is higher in Mumbai and rusting requires both oxygen and water. While, at moon there in no oxygen so no rusting will occur. In delhi, rusting will occur on a slower rate due to less oxygen to water content.
