In this question, in 9% debentures account, why loss on issue is not shown but only discount is shown??

Its up to you whether you have to show both account or only one. Both ways are correct because discount on issue and loss on issue both are Nominal in nature and are debited
Therefore there is no any confusion kindly do the way which you like.
