Is Vernalisation compulsory for flowering ?

Vernalisation is compulsory for flowering in some plants. For example: annual plants like wheat, barley, rye and some biennials like carrot. These plants have requirement of exposure to low temperature for flowering. Unless they are exposed to lower temperature, they do not exhibit flowering.
