Assuming, you want to understand the concept behind the statement,"An insulator of the same size offers higher resistance".
Basically, insulators are the materials which have very less number of free electrons. And these electrons are restrained further by the attraction of atoms among which they can move.
Since insulators have lesser number of free electrons compared to the conductor which have large number of free electrons, an insulator of the same size as conductor has very high resistance.
