URGENT- Why there is a need for a third tier of government in India ? Explain briefly with 5 points

The federal system of government has two or more tiers. In India, we have the Central and State governments. Some states in the country are very large geographically and are more diverse than many countries. The population of many states are also more than that of many small countries like Uttar Pradesh has more population than Russia. Also there are so many dialects, diverse composition within states that power needs to be decentralised further. The large and diverse states make good governance difficult to achieve. Thus, we have a third tier of government, local self government. The idea behind decentralisation is that people can understand and address the local problems better. There is also a sense of ownership when local people form these bodies and govern. Panchayats in villages and municipalities in urban centres are examples of third tier of government.

Panchayati Raj (Rule of Village Committee) Panchayati Raj system is a three-tier system in the state with elected bodies at the Village, Taluk and District levels. It ensures greater participation of people and more effective implementation of rural development programmes. There will be a Grama Panchayat for a village or group of villages, a Taluk level and the Zilla Panchayat at the district level.

India has a chequered history of panchayati raj starting from a self-sufficient and self-governing village communities that survived the rise and fall of empires in the past to the modern institutions of governance at the third tier provided with Constitutional support.
