what is the effect of keeping the garbage in plastic bag before composting why

Garbage should not be kept in plastic bags because plastic is non biodegradable. Many stray animals, especially cows feed on garbage. In the process of eating the food waste they may swallow polythene bags. The plastic material chokes the respiratory system of these animals, or forms a lining in their stomachs and can be the cause of their death.Also Plastic bags can cause blocking in sewage line.
