All in all, an individual who is accused of the commission of offense. 
A blamed individual or charged with is an element who has been affirmed to have submitted an offense. In criminal matters, a blamed person(s) is/are the one(s) against whom the First Information Report is enrolled. 

The privileges of the charged or accused are: the privilege to a reasonable preliminary; fair treatment; to look for change or a legitimate cure; and privileges of investment in common society and governmental issues like opportunity of affiliation, the option to collect, the option to appeal, the privilege of self-protection, and the option to cast a ballot.
