Why do we use into or onto? Why can't we use in or on in place of them?

The words into and onto indicate movement or action. They are used when an action taking place is to be represented. Whereas, the words in and on, are used to describe the position of a thing or person. 
Eg. She is in the room. She walked into the room.

In and on are used when an action is already done whereas , into and onto are used when the action is being done
