why is rice a subsistence crop in west bengal but not in punjab?

a.There are many crops like rice, wheat which are considered to be commercial crops for one region and subsistence crop in another.
b. Rice is one such example, it is considered commercial crop in Haryana, Punjab because it is grown on a large scale, in large patches of land for the purpose of selling it to the market.
c. It is in fact subsistence crop in Odisha, West Bengal, where it is in fact their staple diet and is grown in small land holding primarily to meet their need and their families.
