Why low spin tetrahedral are rarely observed? Explain your answer if it is like this one (Due to low CFSC which is not able to pair up electron )

In tetrahedral complexes, the crystal field splitting is intrinsically smaller than that in octahdral compounds because there are only two thirds as many ligands and they have less direct effect on d-orbitals. As a result splitting energies in tetrahedrak complexes generally are not large enough to force electrons to pair, and low spin configurations are rarely observed.
